See, this presents a dilemma: Is luck, in fact, a conserved quantity in the universe[1], such that the luck that is wished to one person is necessarily subtracted (in minute amounts) from that of every other person? If so, then it would obviously be a wrong thing to wish you luck, as you could have no conceivable use for it, being so omnicapable already. On the other hand, if luck can be created or destroyed (presumably, in part, through wishing), then it would do no harm, and might even have some beneficial effect. In which case I should wish you luck.
I think I am on the whole more likely to credit the argument that luck is not a conserved quantity, so on that basis: Good luck!
